In the last-minute tax maneuvering in Congress this week, wind power came out well.

Wind not only got an extension of its tax credit in the federal budget compromise, but the rules were also restructured: while the extension runs for only one year, the nature of the deadline has changed. Projects do not need to be finished and feeding electricity to the grid by next New Year?s Eve; construction only needs to be started.

That change could prove critical. The renewal comes so late ? developers had lobbied all last year to avert a Dec. 31 expiration ? that most wind developers had simply stopped work on projects that could not be finished by the end of 2012.

The process of getting a wind farm going, including studying the wind resource, negotiating a land lease or purchase, obtaining environmental and construction permits, signing a contract to sell the electricity to a utility, getting financing, ordering the equipment and then installing it, can easily take more than two years.

A Senate aide who was involved in the run-up to the yearlong extension by Congress said that approval on New Year?s Day could have been ?like inviting somebody who is halfway around the world to lunch in an hour.??

And hard deadlines on completions tend to create industrial rush hours. For example, the number of trucks fitted out to carry giant blades is limited, and developers were worried about lacking access to them in critical weeks in the middle of last year. Right now, those trucks are idle with the decline in activity.

Meeting the deadline is crucial, because the aid is substantial. Wind developers can choose between a production tax credit, currently 2.4 cents per kilowatt-hour for the first 10 years of production, or an investment tax credit, which is a prompt payment of 30 percent of the construction cost.

Developers have projects in various early stages, and some of those will presumably now start up. On Wednesday, one opponent of wind power, John Droz Jr., said that when the expiration was pending last year, a number of projects were put on hold and ?it will take them quite a while for them to get back up to speed, and some may not ever.?? Still, state quotas for renewable energy will virtually guarantee some construction.

When the numbers for 2012 are in, the wind industry expects it to have been a record year, surpassing the 10 gigawatts installed in 2010; the total in 2012 may have reached 12 gigawatts. Construction could resume at roughly the same pace.

The numbers are huge for a young industry; the United States has only about 101 gigawatts of nuclear capacity, for example. But plants that are fueled by uranium, coal or natural gas obviously run more hours of the year than wind machines do; wind plants generally produce only 30 to 40 percent as much electricity as they would if they could run at full power all year long.

Long-term renewal would probably cost the Treasury around $12 billion over 10 years, although the wind industry insists that it will generate so much taxable activity that total tax revenues, including those at the state and local level, will exceed the tax expenditure.

The industry still faces substantial challenges, though, including the very low cost of the fossil fuel that wind means to displace (natural gas) and problems in integrating more and more wind plants. But industry experts say the wind sector could continue to draw in investment at the rate of the last few years, about $15.5 billion annually.

Some projects that simply were not ready to get under way in 2012 could do so in 2013. One of the companies hailing the extension of the tax breaks was Fishermen?s Energy, which is planning an offshore wind farm near Atlantic City in New Jersey. Onshore work will begin this year, said Rhonda Jackson, a spokeswoman, and offshore construction and completion are anticipated in 2014.

Lawmakers furious after House GOP leaves Sandy victims high and dry

WASHINGTON (AP) ? New York area-lawmakers in both parties erupted in anger late Tuesday night after learning the House Republican leadership decided to allow the current term of Congress to end without holding a vote on aid for victims of Superstorm Sandy.

Rep. Peter King, R-N.Y., said he was told by the office of Majority Leader Eric Cantor of Virginia that Speaker John Boehner of Ohio had decided to abandon a vote this session.

Cantor, who sets the House schedule, did not immediately comment. House Democratic Whip Steny Hoyer of Maryland told reporters that just before Tuesday evening's vote on "fiscal cliff" legislation, Cantor told him that he was "99.9 percent confident that this bill would be on the floor, and that's what he wanted."

A spokesman for Boehner, Michael Steel said, "The speaker is committed to getting this bill passed this month."

In remarks on the House floor, King called the decision "absolutely inexcusable, absolutely indefensible. We cannot just walk away from our responsibilities."

The Senate approved a $60.4 billion measure Friday to help with recovery from the October storm that devastated parts of New York, New Jersey and nearby states. The House Appropriations Committee has drafted a smaller, $27 billion measure, and a vote had been expected before Congress' term ends Thursday at noon.

More than $2 billion in federal funds has been spent so far on relief efforts for 11 states and the District of Columbia struck by the storm, one of the worst ever to hit the Northeast. The Federal Emergency Management Agency's disaster relief fund still has about $4.3 billion, enough to pay for recovery efforts into early spring, according to officials. The unspent FEMA money can only be used for emergency services, said Rep. Frank Pallone Jr., D-N.J.

New York, New Jersey, Connecticut, District of Columbia, West Virginia, Virginia, Maryland, New Hampshire, Delaware, Rhode Island, Pennsylvania and Massachusetts are receiving federal aid.

Sandy was blamed for at least 120 deaths and battered coastline areas from North Carolina to Maine. New York, New Jersey and Connecticut were the hardest hit states and suffered high winds, flooding and storm surges. The storm damaged or destroyed more than 72,000 homes and businesses in New Jersey. In New York, 305,000 housing units were damaged or destroyed and more than 265,000 businesses were affected.

"This is an absolute disgrace and the speaker should hang his head in shame," said Rep. Eliot Engel, D-N.Y.

"I'm here tonight saying to myself for the first time that I'm not proud of the decision my team has made," said Rep. Michael Grimm, R-N.Y. "It is the wrong decision, and I' m going to be respectful and ask that the speaker reconsider his decision. Because it's not about politics, it's about human lives."

"I truly feel betrayed this evening," said Rep. Nita Lowey, D-N.Y.

"We need to be there for all those in need now after Hurricane Sandy," said Rep. Gregory Meeks, D-N.Y.

The House Democratic leader, Rep. Nancy Pelosi of California, said she didn't know whether a decision has been made and added, "We cannot leave here doing nothing. That would be a disgrace."

One of 9 deceased victims of Oregon bus crash identified so far

PORTLAND, Oregon (Reuters) - Oregon authorities said on Tuesday they have managed to positively identify one of nine people killed Sunday morning after a charter bus skidded off an icy mountain highway and crashed down an embankment.

Identification of the victims has been complicated because some were foreign nationals, said Eugene Gray, forensic administrator for the Oregon State Medical Examiner's Office.

The Korean Consulate in Seattle, Wash. sent a team to work with investigators, since many of the 47 people on the bus were of Korean origin and citizens of Korea.

Some other passengers were Canadian and others were from the United States.

"We do positive identifications with fingerprints, dental records and DNA," Gray told Reuters. "None of this is available to us. We don't know how long it will take. We have to wait until we're provided the information."

The lone identification provided by authorities so far is that of Dale William Osborn, 57, from Spanaway, Washington, who was killed in the crash, officials said in a press release Tuesday.

His wife, 65 year-old Darlene Sue Osborn, was being treated at St. Anthony Hospital, Pendleton.

The Oregon State Police said on Tuesday that one of the people killed in the crash may be a juvenile female. Of the nine people killed, four are male and five are female.

The tour bus veered off an icy highway on Sunday morning, crashed through a guardrail and plunged 200 feet down an embankment, killing nine and injuring most of the other 38 people on board.

The injured were taken to 10 hospitals in three states and at least nine remained hospitalized on Tuesday.

Of the 26 people transported to St. Anthony Hospital in Pendleton, Oregon, five of the most severely injured were stabilized and transported to hospitals better equipped to treat them.

Tuesday, St. Anthony had five patients remaining, all in fair condition, said Larry Blanc, director of communications.

Four of the patients transferred to Oregon Health & Science University Hospital in Portland remained there on Tuesday, a spokeswoman said.

Oregon State Police and the National Transportation Safety Board are combing through evidence and interviewing passengers and the driver to try to determine the cause of the crash.

Late-life depression associated with prevalent mild cognitive impairment, increased risk of dementia

Dec. 31, 2012 ? Depression in a group of Medicare recipients ages 65 years and older appears to be associated with prevalent mild cognitive impairment and an increased risk of dementia, according to a report published Online First by Archives of Neurology, a JAMA Network publication.

Depressive symptoms occur in 3 percent to 63 percent of patients with mild cognitive impairment (MCI) and some studies have shown an increased dementia risk in individuals with a history of depression. The mechanisms behind the association between depression and cognitive decline have not been made clear and different mechanisms have been proposed, according to the study background.

Edo Richard, M.D., Ph.D., of the University of Amsterdam, the Netherlands, and colleagues evaluated the association of late-life depression with MCI and dementia in a group of 2,160 community-dwelling Medicare recipients.

"We found that depression was related to a higher risk of prevalent MCI and dementia, incident dementia, and progression from prevalent MCI to dementia, but not to incident MCI," the authors note.

Baseline depression was associated with prevalent MCI (odds ratio [OR], 1.4) and dementia (OR, 2.2), while baseline depression was associated with an increased risk of incident dementia (hazard ratio [HR], 1.7) but not with incident MCI (HR, 0.9). Patients with MCI and coexisting depression at baseline also had a higher risk of progression to dementia (HR, 2.0), especially vascular dementia (HR, 4.3), but not Alzheimer disease (HR, 1.9), according to the study results.

"Our finding that depression was associated cross sectionally with both MCI and dementia and longitudinally only with dementia suggests that depression develops with the transition from normal cognition to dementia," the authors conclude.

Roberts urges full financial support for the court

WASHINGTON (AP) ? Urging full financial support for the U.S. court system, Chief Justice John Roberts said in his year-end report Monday that the federal judiciary, unlike executive branch agencies, does not have discretionary programs it can eliminate or projects it can postpone.

The judiciary has been doing its part to carefully manage "its tiny portion of the federal budget" and because the courts have already pursued cost-containment so aggressively, it will become increasingly difficult to economize further without reducing the quality of judicial services, said Roberts.

The chief justice's report came amid a New Year's Eve drama as President Barack Obama worked with Congress to avert the fiscal cliff. The White House and congressional Republicans agreed to block across-the-board tax increases set for midnight, but held up a final deal as they haggled away the final hours of 2012 in a dispute over spending cuts.

Virtually all of the judiciary's core functions are constitutionally and statutorily required, Roberts said in his year-end report.

"The courts must resolve all criminal and civil cases that fall within their jurisdiction, often under tight time constraints," said Roberts. "A significant and prolonged shortfall in judicial funding would inevitably result in the delay or denial of justice for the people the courts serve."

"I therefore encourage the president and Congress to be especially attentive to the needs of the judicial branch and provide the resources necessary for its operations," said Roberts.

In the just-ended fiscal year, the Supreme Court requested an appropriation of $75.6 million for judicial operations ? a 2.8 percent decrease from the previous year's $77.8 million. In the current fiscal year that began Oct. 1, the Supreme Court's appropriation request rose to $77.2 million, largely in response to new judicial security needs ? but still less than its fiscal year 2011 request.

In his report, Roberts said that for fiscal year 2014, the court will submit an appropriation request of $74.9 million ? a 3.7 percent decrease from its fiscal year 2011 request.

The chief justice said that in the 2012 fiscal year, the judiciary, including the Supreme Court, other federal courts, the Administrative Office of the United States Courts, and the Federal Judicial Center, received $6.97 billion in appropriations, representing "a mere two-tenths of 1 percent of the United States' total budget of $3.7 trillion."
