In fact, if this blog were a Venn diagram, that little area in between the two circles you?d be looking at would be very little indeed.

A quick look at their job titles reveal just how different corporate meetings and travel buyers are. In the meetings world, buyers are corporate, event and association planners, and professional conference organisers and agencies. In the travel world, buyers are corporate travel managers, travel procurement and category managers, TMCs and HBAs.

They also have very different responsibilities. When corporate meetings buyers book travel, it?s incentive and group travel. Their focus is often on planning amazing trips to amazing places for thousands of people.? When a business travel buyer or TMC books travel, it?s still for thousands of travellers, but these are business travellers flying between major cities and often travelling alone. And when it comes to supplier needs, the lack of crossover is apparent once more. Corporate meetings buyers want to talk to venues, cities, destinations and destination management companies. Corporate travel buyers want to speak to TMCs, airlines, hotels, ground transportation and travel technology software providers. PHOENIX (Reuters) - A federal judge refused on Monday to block an Arizona law banning most abortions after 20 weeks of pregnancy, clearing the way for the statute to take effect this week.

Six states have put laws into effect in the past two years banning most or all late-term abortions, based on hotly debated medical research suggesting that a fetus feels pain starting at 20 weeks of gestation. North Carolina enacted its own such ban decades ago.

Arizona and two other states - Georgia and Louisiana - have enacted similar bans that have not yet taken effect, center officials said.

And despite missing out on gold, an emotional Armitstead was delighted to hand the hosts their first medal of the Games.

"I am very, very happy. To be an Olympic medallist at your home Games and the first one is something I cannot get my head around," she said.

Vos, a world road champion at the age of 19, came into the Games as the woman to beat after shaking off the setback of a broken collarbone to win five stages and the overall title at the women's Giro d'Italia.

After some early attacks by her Dutch teammates, the 25-year-old showed aggressive Briton Pooley, a constant threat on the undulating Box Hill circuit, that she could give as good as she got.

"I knew it was 140km and you need some energy for the finish," she said.

"But I also knew that a hard race was good for me and also the others had to follow and use their energy. For me, it was a plan to attack early, many times, to tire myself and also to tire out the others."

With earlier rain making roads slippery, leading to several crashes, and early attacks taking their toll, most of the peloton was caught napping when Zabelinskaya launched the decisive move with 45km left.

Italy's former world champion Tatiana Guderzo said: "It was the downhill, not the climb, that really made the difference.

"Most of the riders had to slow down because of the slippery conditions, while the breakaway escaped."

Vos, Armitstead and, soon after, American Shelley Olds joined the Russian and together the quartet went on to build a lead of around 45 seconds which would never come under threat.

Canadian Clara Hughes was one of many hopefuls who missed out.

"I was there when it went, and took a gamble to wait when Zabelinskaya went," she said.

"Then when Armitstead went I was caught behind the Americans. I don't know whether I could have gone with them."

Olds eventually dropped out of the lead group, leaving the trio to go on and race for the gold.

In the final few kilometres Vos was sandwiched in between her rivals, with Russian time trial champion Zabelinskaya happily driving them to the line.

"I am not as fast a sprinter than them, for me it was just as good to get the bronze medal," she later explained.

It took until the final 200 metres for the race's second decisive move to come, and, given Armitstead's reputed finishing power, it was no surprise it came from Vos.

"I knew Lizzie is really fast on the line, so I was not at all confident," said Vos. "I knew I had a chance, I knew I had a big chance. But I also knew that if I made even a little mistake, Lizzie would take the gold.

"The Voice" has added another mentor for its third season.

Green Day frontman Billie Joe Armstrong has joined NBC's singing competition as a mentor to Christina Aguilera's team, according to a tweet sent out by the show's staff Thursday night.

Siemens: Q3 profit disappoints, caution on outlook

BERLIN (AP) ? Industrial conglomerate Siemens AG cautioned Thursday that the global economic slowdown will make it harder to reach its full-year targets as it reported worse-than-expected second-quarter earnings and a fall in new orders.

The company also said that it has scrapped plans to list its Osram light bulb division on the stock market and will instead spin the division off to its existing shareholders ? a move that impacted its earnings figures.

Munich-based Siemens reported net earnings of ?823 million ($996 million) for its fiscal third quarter ? up from ?462 million a year earlier.

Analysts surveyed by FactSet, however, had expected a much more robust increase to ?1.29 billion; in the equivalent quarter last year, earnings were hit by a charge related to its withdrawal from pulling out of a nuclear joint venture with Areva and a writedown on new cancer treatment technology.

Siemens, whose wide range of products includes everything from trams to power-station turbines, said revenues rose to ?19.54 billion from ?17.84 billion, a 10 percent increase, helped by a solid order backlog and by positive currency-translation effects. The euro has declined lately amid worries about the eurozone debt crisis, even as growth in the wider global economy cools.

New orders fell off 23 percent to ?17.77 billion from ?22.94 billion ? depressed by a lower number of large-scale orders like one from Germany's national railway last year for a new fleet of long-distance trains. The company said it had an order backlog totaling ?100 billion in the quarter.

"The deceleration of the world economy has increased in the past few months," CEO Peter Loescher said. "We see growing reluctance among our customers regarding capital expenditures and stronger economic headwinds, especially in our industrial short-cycle businesses."

"Given the deteriorating environment, it is becoming more difficult to achieve our guidance for the fiscal year," he added.

Loescher said that the company's main focus is currently on increasing its productivity and efficiency, and it would draw up a new program to address that in the coming months.

Siemens said it still expects "moderate organic revenue growth" for the full fiscal year but cautioned that reaching its target of ?5.2 billion to ?5.4 billion in income from continuing operations "has become clearly more ambitious" in view of results in the first nine months.

Siemens lowered that target in April from the previous ?6 billion because of expected charges at its energy transmission business.

The company said that, "given the difficult capital market environment," it now plans to publicly list light bulb maker Osram via a spinoff to Siemens shareholders. Under accounting rules, the change meant that Osram could no longer be listed as a discontinued operation, putting ?443 million in writedowns on Siemens' books.

The chief financial officer, Joe Kaeser, said that the company aims to seek shareholders' approval for the spinoff plan to Siemens' annual general meeting early next year.

Siemens was one of the worst performers on Frankfurt's DAX index of blue chip stocks on Thursday morning. Its shares dropped 3.5 percent to ?64.96.

Shanghai fans protest United friendly

Shanghai Shenhua fans boycotted a friendly against Manchester United to protest at the match being played in the middle of the Chinese league season, supporters of the club told AFP Thursday.

The English giants are among several Premiership sides currently touring Asia, in what are widely seen as attempts to build up their fanbases in a potentially hugely lucrative market.

But despite a large crowd of 42,000 on Wednesday night, including many casual fans apparently backing both sides, few blue-shirted Shenhua supporters were to be seen in the stadium except a knot of 100 or so behind one goal.

Earlier in the day, an online campaign started by Shenhua fans had urged the club's supporters to shun the event.

A post from one fan widely circulated on China's Twitter-like weibos read: "If you are a real Shenhua supporter, cancel any plan you have to attend this game against Manchester United.

"Let the sponsors see that this game, which reeks of business and money, should not be scheduled in the middle of our league season."

Also popular were a series of photographs of fans of Beijing Guoan and Shanghai Shenhua -- traditionally fierce rivals -- who put aside their differences to make a joint statement against mid-season exhibition matches.

Supporters of the two clubs were pictured standing next to a Manchester United merchandising booth with a large banner in English reading: "Love football, hate business".

"I don't think Man United would agree to play Shenhua in the middle of the English Premier League season -- so neither should we," Shenhua fan Ma Haiping told AFP. "I think this is a game about business, I think it's totally boring."

Shanghai Shenhua rested almost all their key players for the friendly, including blockbuster signings Nicolas Anelka and Didier Drogba.

Other supporters said high ticket prices had deterred them from attending -- the cheapest seats were selling for 180 yuan ($28) each, nearly a quarter of the price of a Shenhua season ticket.

BSkyB, the UK-based, News Corp-controlled pay-TV provider, today posted record profits for the year, rising 14 percent to ?1.2 billion ($1.9 billion) in the 12 months that ended June 30. Full-year revenues were ?6.8 billion ($10.4 billion), a rise of three percent on 2011. Earnings per share were also up: they are now at 50.8 pence ($0.79), a rise of 22 percent. But among the disabled, Ms. Hillman, born with a brain condition that makes it hard to learn certain tasks, and her employment history is an exception. Twenty-two years after passage of the landmark Americans with Disabilities Act, the employment rate for people with disabilities is still dismally low, and advocates want to change that.?

?The ADA ? has made a difference in the lives of people with disabilities ? but [for employment] the needle hasn?t moved,? says Helena Berger, executive vice president of the American Association of People with Disabilities in Washington.?

The recession hit disabled workers particularly hard ? with a 10.4 percent decline in employment, compared with 2.1 percent for the general workforce, according to a report this month by the US Senate Committee on Health, Education, Labor and Pensions.

Just 32 percent of the disabled were in the labor force as of June, while 80 percent say in surveys that they want to work, the report found. ?By contrast, the labor force participation rate for people without disabilities is 77 percent.?

Ms. Berger says ?attitudinal barriers? from employers is part of the problem: too many still fear a disabled worker will be sick more often or that their insurance rates will go up, rather than seeing the skill sets the individual brings.

Sen. Tom Harkin (D) of Iowa, who chairs the health committee and was an author of the ADA in 1990, has held a series of hearings recently to highlight ways that the government and the private sector can ensure better access to training and competitive jobs.

Several efforts are already under way, according to the recent report:

• In 2010, President Obama set a goal of hiring 100,000 federal workers with disabilities by 2015.? In 2011, the Department of Labor proposed new regulations that, if adopted, would require federal contractors to proactively recruit and promote people with disabilitie
• the US Chamber of Commerce has endorsed a goal of increasing the disabled workforce from about 5 million now to 6 million in 2015.?
• The new chairman of the National Governors Association, Delaware Gov. Jack Markell (D), announced an initiative to provide state leaders with strategies to support employment opportunities for the disabled population. ?A major emphasis will be on people who have significant intellectual and developmental disabilities and may require supports like job coaches and personal attendants in order to live and work in the community,? he noted in a letter introducing the plan.

Vienna pitches urban chic to beleaguered bee colonies

VIENNA (Reuters) - Felix Munk gets stung up to 20 times a day but that doesn't stop him from regularly clambering up to the roof of the Vienna Opera and other city landmarks to check on the bees living above the heads of unsuspecting music lovers and government ministers.

Munk is a member of Vienna's Stadtimker, one of a growing number of urban beekeepers' associations who are trying to encourage bees to make their homes in cities, as pesticides and crop monocultures make the countryside increasingly hostile.

Bee populations are in sharp decline around the world, under attack from a poorly understood phenomonenon known as colony collapse disorder, whose main causes are believed to include a virus spread by mites that feed on haemolymph?bees' 'blood'.

As well as making honey, bees are important pollinators of flowering plants, including many fruits and vegetables. A 2011 United Nations report estimated that the work of bees and other pollinators was worth 153 billion euros ($186 billion) a year.

'Bees do very well in cities,' says Stephen Martin of the University of Sheffield, an expert on the deadly Varroa mite that has wrought destruction on honey bee colonies around the world since being exported from its native Asia in the 1960s.

'There are lots of plants and flowers in cities for bees to live on. Keeping them on rooftops is a great idea because it keeps them out of the way of people.'

'I think these initiatives are really good, as long as they maintain them properly,' he said. 'Once the mite gets into a colony, which it will do, in a period of two to four years the colony will be killed.'

London, Paris and Melbourne are among the cities trying the same approach.

The Vienna Stadtimker get no central help from government but have persuaded officials at many of the city's landmark buildings to let them build 'bee hotels' on the rooftops that overlook Vienna's parks and boulevard ring road.

Speaking to Reuters while swapping out honeycombs on the roof of the 18th century Chancellery where the government holds its weekly cabinet meetings, Munk said the honey harvest would go to the building's officials as gifts.

'It was surprisingly easy to persuade them to allow us to do this,' he said. 'Many of them are really concerned about the environment and wanted to do something.'

Munk, 39, works part-time at his software programming job to devote as much time as he can to bees. He learned his craft from his aunt and uncle at the age of seven, but is a rarity in Austria, where most beekeepers are 55 or older.

'It's an old man's hobby,' said Robert Brodschneider, a researcher at the Zoology Institute at the University of Graz and Austria's foremost expert on bees. 'There's a shortage not only of colonies but also of beekeepers.'

Brodschneider, who has been collecting data on bee populations in the region for five years, said he had seen a sharp rise in the percentage of bee colonies dying out in the past winter, according to early results of his latest survey.

In Austria alone, where bees have until now fared relatively well, one in four colonies died last winter, compared with a previous range of 9 to 16 percent, said Brodschneider.

'I think it's going to be the highest year for losses all over central Europe,' he told Reuters, adding that it was not yet clear whether it was a blip or a sign of an acceleration in bee colony deaths. 'We don't know what is going on.'

Munk is realistic about how fast his work can make a difference. 'I'd say in under a generation we can't achieve much,' he said. 'But everything in life takes time.'

Record Greenland Ice Melt Happened in Days

Greenland ice, it seems, can vanish in a flash, with new satellite images showing that over just a few days this month nearly all of the veneer of surface ice atop the island's massive ice sheet had thawed.

That's a record for the largest area of surface melt on Greenland in more than 30 years of satellite observations, according to NASA and university scientists.

The images, snapped by three satellites, showed that about 40 percent of the ice sheet had thawed at or near the surface on July 8; just days later, on July 12, images showed a dramatic increase in melting with thawing across 97 percent of the ice sheet surface.

"This was so extraordinary that at first I questioned the result: was this real or was it due to a data error?" said Son Nghiem of NASA's Jet Propulsion Laboratory in Pasadena, Calif., referring to the July 12 images taken by the Indian Space Research Organisation's (ISRO) Oceansat-2 satellite.

Nghiem had reason to be baffled, as this record ice-melt is well above average: About half of Greenland's surface ice tends to melt every summer, with the meltwater at higher elevations quickly refreezing in place and the coastal meltwater either pooling on top of the ice or draining into the sea. Instruments on two other satellites proved out Nghiem's findings ? the Moderate-resolution Imaging Spectroradiometer (MODIS) on NASA's Terra and Aqua satellites

Data from the Special Sensor Microwave Imager/Sounder on a U.S. Air Force meteorological satellite also confirmed the mind-blowing melt.

As for what caused the disappearing ice, University of Georgia, Athens climatologist Thomas Mote suggests it could be a ridge or dome of warm air hovering over Greenland that coincided with the extreme melt.

"Each successive ridge has been stronger than the previous one," Mote said in a NASA statement. The latest in a series of these heat domes, which have dominated Greenland weather since May, began to move over Greenland on July 8, before coming to a halt over the ice sheet some three days later. By July 16, the heat dome had started to dissipate.

Signs of ice melt were even found around Summit Station in central Greenland, which at 2 miles (3.2 kilometers) above sea level is near to the highest point of the ice sheet.

"Ice cores from Summit show that melting events of this type occur about once every 150 years on average," said study researcher Lora Koenig, a glaciologist at NASA's Goddard Space Flight Center in Greenbelt, Md. "With the last one happening in 1889, this event is right on time," Koenig said in a statement.

The melting of such a huge ice sheet ??spanning an area of 656,000 square miles (1.7 million square kilometers) ? is important for various reasons, particularly its potential effect on sea levels. If melted completely, the Greenland ice sheet could contribute 23 feet (7 meters) to global sea-level rise, according to a 2007 report by the Intergovernmental Panel on Climate Change (IPCC), the international body charged with assessing climate change.

Whether or not this recent massive melt will affect the overall ice loss this summer, and as such bump up sea level, is still an open question.

Scientists say that man-made global warming, a result of greenhouse gas emissions, is contributing to Greenland ice melt. In fact, past research has suggested that the Greenland ice sheet will vanish in 2,000 years under business-as-usual carbon emissions. If humans managed to limit global warming to 3.6 degrees Fahrenheit (2 degrees Celsius), the disappearance would take 50,000 years.

Oil giant CNOOC to buy Canada's Nexen for $15.1B

SHANGHAI -- China moved Monday toward its biggest overseas energy acquisition as offshore oil and gas giant CNOOC Ltd. announced an agreement to buy Canadian producer Nexen Inc. for $15.1 billion.

The deal faces scrutiny from the Canadian government, which has rejected foreign interest in the past over worries about the country's natural resources industry.

CNOOC and other big state-owned Chinese energy companies have increased purchases of oil and gas assets in the Americas as part of a global strategy to gain access to resources needed to fuel China's economy. The companies have moved more carefully since CNOOC tried seven years ago to buy Unocal but was rejected by U.S. lawmakers citing national security fears.

Total acquisitions by Chinese energy firms jumped from less than $2 billion between 2002 and 2003 to nearly $48 billion in 2009 and 2010, according to the International Energy Agency. More times than not, the companies are paying above the industry average to get those deals done.

Indeed, the offer of $27.50 a share is a premium of 60 percent to Nexen's closing price Friday on the New York Stock Exchange. Shares rose 52 percent in $25.95. CNOOC expects the takeover to be finalized in the fourth quarter of this year, pending government approvals.

Calgary, Alberta-based Nexen operates in western Canada, the Gulf of Mexico, North Sea, Africa and the Middle East, with its biggest reserves in Canadian oil sands. It produced an average of 213,000 barrels of oil equivalent a day in the second quarter of this year.

The acquisition vastly expands CNOOC's holdings in Canada, where the company has already invested about $2.8 billion.

Nexen has faced numerous challenges over the past few years, most recently the troubled launch of its Long Lake oilsands project in northern Alberta in late 2008. The project has yet to come close to its design capacity of 72,000 barrels of bitumen per day due to a number of operational glitches, though performance has been improving in recent months.

CNOOC already had a 35 percent stake in Long Lake after it took over Nexen's erstwhile partner Opti Canada Ltd.

That previous partnership with Nexen makes CNOOC the optimal buyer for the company, said Sam La Bell, an oil and gas analyst at Veritas Investment Research.

"CNOOC is the natural buyer," he said. "We view this as full value for the deal. CNOOC already owns a minority position in Long Lake so they're in the best position to know that asset and what they're paying for it."

The companies already also had a strategic alliance that involved CNOOC investments in Nexen offshore wells in the Gulf of Mexico. Nexen says it produced 22,000 barrels of oil equivalent per day in the Gulf in 2011.

Besides oil sands, Nexen is also active in exploring for natural gas in shale rock formations. It owns about 300,000 acres of shale-gas blocks in the Horn River Basin in British Columbia.

The big Chinese oil companies are interested in developing shale-gas technology to find new supplies in China. In the U.S., where companies have solved the technological challenge of extracting natural gas from shale, a boom in production has meant cheap natural gas for homeowners, businesses, factories and utilities in the U.S.

Canada said the takeover offer will face a review by both its industry minister and the Competition Bureau, an independent law enforcement agency.

Industry Minister Christian Paradis said in a statement that he will review how the deal affects investment, employment, production and resource processing in Canada. He said the Competition Bureau will determine if the deal substantially lessens Canada's ability to compete in global markets.

He did not give a timeline for the reviews.

It will be a tough call for the government, which has to decide whether the deal is a net benefit to Canada as a whole and not just to shareholders, said University of Calgary economist Jack Mintz.

"It's going to be hugely political," Mintz said. He said CNOOC prepared its bid with an eye to regulators by offering a 61 percent premium to shareholders and stressing that it intends to keep the Calgary-based management intact.

The last time Canada faced a similar challenge -- when Australia-based BHP Billiton Ltd. launched a hostile takeover bid for Saskatchewan's Potash Corp. -- the government rejected the deal under pressure from Saskatchewan Premier Brad Wall and corporate players. The Conservative government said the Potash takeover would not bring a net benefit to Canada.

But La Belle said he believes this deal will be approved because it meets the somewhat ambiguous guidelines of providing a 'net benefit' to Canada.

"With the net benefit test, you're looking at whether the asset is strategic for national interests, and it's hard to argue that this is for Canada, especially with the Long Lake project," he said.

He said the government will also look at whether jobs will be maintained in Canada and CNOOC said most, if not all jobs will be maintained, and that it will set up its regional headquarters in Calgary, increasing the company's spending to develop the Canadian company's energy reserves.

"They're not offering a lot more than stand-alone Nexen would have done, but they're also not taking much away, which factors into what the government takes into account in its approval process," said La Belle.

Wenran Jiang, a senior fellow at the Asia Pacific Foundation of Canada, said the Nexen deal is not the kind of surprise move that startled the U.S. with the Unocal takeover bid. "This one has been incremental and has been, of course, in an environment that's most likely to go through," Jiang said, noting that Beijing-Ottawa relations have been warming in recent years.

La Belle, who said the deal will also require U.S. approval, said he doesn't think this deal will instigate the same concern in the U.S. as Unocal did.

"It's a very different situation here because the Gulf assets that Nexen has in the U.S. are offshore, and they're minority interests for the most part, they don't operate them. There's no strategic infrastructure, Unocal had a bunch of onshore infrastructure and it was a U.S. company so the difference was selling a U.S. company directly to a Chinese buyer or selling assets that are already held by foreign companies. The assets that Nexen has are already outside of the U.S.," he said.

It seems like talk about cloud computing is inescapable for even the average citizen these days. But what about those people whose jobs are inextricably woven into the cloud? Malcolm Jackson, Chief Information Officer (CIO) of the Environmental Protection Agency (EPA) recently sat down with Chris Dorobek on the DorobekINSIDER to discuss how cloud computing is changing the very role of federal CIOs and how the government approaches technology.

Jackson says that cloud computing has allowed CIOs to shift their focus from commodity IT services, which they can contract with vendors to provide, to more mission critical areas and systems. CIOs can now engage more deeply with business processes to maximize productivity, streamline work and provide greater value to agencies. For instance, Jackson indicated that cloud computing enables him to think about how to more strategically use data and information-sharing to drive down costs and help his agency become more efficient in achieving its mission.

Cloud computing is also central to the administration's Digital Government initiative. While Jackson says we're just seeing the beginning of the initiative -- much more work remains -- the initiative should eventually accomplish three objectives: first, to enable mobile access for the American public; second to prepare the U.S. government for the use of mobile devices; and finally to better leverage the private sector to "deliver capabilities that could help unlock the power of government."

For his part, Jackson has issued a "mobile first" directive, which requires that any new public-facing EPA application be developed for mobile devices first. Rather than building apps for each of the various mobile platforms out there, the EPA is focusing on web-based apps with responsive designs that can recognize a user's device type and return the information in a format based on the specific type of device.

The mobile first directive fits into the EPA's long-standing commitment to information access. Jackson calls the EPA a very open agency and a big supporter of Data.gov, but one that does not necessarily know exactly which information the public might find most valuable or how it would like to use the information. To overcome this hurdle, the EPA has hosted challenges to see what apps the public could create with its data and has more recently established a developer site, complete with sample code and APIs to help it better understand how the public wants to use EPA data. The site provides an important feedback mechanism for the public to ask questions and request the type of information it would like, all in the spirit of promoting transparency and helping the EPA determine how to make the most useful data available.

How does Jackson envision the future? In short, he sees greater transparency, fueled by public participation. He sees a world in which "we will look more closely outside of the federal government to leverage the public to help us around developing applications that really provide more transparency around our information."
