New Jersey bridge collapse derails freight train; chemical leaks

PAULSBORO, New Jersey (Reuters) - A rail bridge collapsed on Friday over a creek in southern New Jersey, causing a Conrail freight train to derail and spill hazardous chemicals into the air and water, authorities said.

One of four tanks of the freight train carrying vinyl chloride fell into Mantua Creek, and its contents leaked into the waterway, which feeds into the Delaware River near Philadelphia, according to the New Jersey Department of Environmental Protection.

Some 22 people were taken to a nearby hospital for precautionary examinations and were doing fine, said Larry Ragonese, a DEP spokesman who said the health danger and environmental impact was minimal.

"Initially there was a release of gas into the air that affected some nearby residents and people working right in that area," he said.

Exposure to vinyl chloride, a highly toxic and flammable industrial chemical, can cause burning eyes or respiratory discomfort, he said.

Authorities evacuated a half-mile (805-metre) area around the spill, which took place at about 7 a.m. EST (1200 GMT) in Paulsboro, New Jersey, just across the Delaware River from Philadelphia, the U.S. Coast Guard said.

Local schools were closed and students were sent home, authorities said.

The leak was contained and no longer posed a threat, and authorities were using booms to trap the chemical in the water, Ragonese said.

At the scene, one of the freight cars was nearly vertical, nose-down and partly submerged in the creek. Other cars lay jumbled on the embankment.

"It's part of living in Paulsboro, with refineries and trains. We accept it," said resident John Diamond, 53, who was taking photographs at the scene.

The area is thick with chemical plants, and two refineries, PBF Energy's Paulsboro and Nustar's Asphault, are nearby.

Locals fish and go crabbing and jet-ski in the creek in the warm months, Diamond said.

Air quality monitors in the area did not register any problem, said Lawrence Hajna, also with the state DEP.

"All the levels are coming in within our safety range," he said.

The swing bridge that collapsed underwent extensive repairs after getting damaged in a 2009 derailment of a coal freight train, said John Burzichelli, a state assemblyman and former mayor of Paulsboro.

New Jersey State Senate President Steve Sweeney, also on the scene, said a nearby homeowner reported hearing a "loud bang" from the bridge about two days ago, and Burzichelli said Conrail had come out to examine it in response.

"That bridge is very old. It's not a good day for Conrail," Burzichelli said.

Conrail officials could not be immediately reached for comment. Sweeney said he too was having trouble getting in contact with Conrail.

Conrail is jointly owned by rail operators CSX Corp and Norfolk Southern Corp.

The U.S. Coast Guard was responding to the accident along with the DEP.

Kosovo ex-premier Haradinaj acquitted in Hague retrial

AMSTERDAM (Reuters) - Former Kosovo prime minister Ramush Haradinaj was acquitted of crimes against humanity in a retrial on Thursday, a decision that could stir tensions between Serbia and its former province and clear the path for his return to mainstream politics.

The judges ruled that there was no evidence that Haradinaj, then a commander of the Kosovo Liberation Army (KLA), and two accomplices had taken part in a criminal plan to drive ethnic Serbs out of the province by mistreating them.

"On the contrary, the evidence establishes that, when he heard about the mistreatment of individuals, Haradinaj said no such thing should happen because this is damaging of our cause," the presiding judge, Bakone Justice Moloto, said.

Haradinaj was first acquitted in 2008, but appeal judges ordered a partial retrial, saying the prosecution should have been given more time to make its case.

Idriz Balaj, a former commander of a special KLA unit known as the Black Eagles, and Lahi Brahimaj, Haradinaj's uncle and a member of the KLA's general staff, were also acquitted in the retrial. Brahimaj has already served the six-year sentence he was given for torture at his first trial.

Judges ruled on Thursday that ethnic Serbs and Albanians had been mistreated in camps controlled by the KLA, but found that nothing linked Haradinaj to these incidents.

On one occasion, Moloto said, Haradinaj had "offered food and accommodation" to an escaped detainee before returning him to his family.

There were gasps and cheers in the courtroom when Haradinaj's acquittal was announced. Fireworks were set off in Kosovo's capital, Pristina, where several hundred people stood in the rain watching the verdict live on a big screen in front of the government building.

Haradinaj, a former nightclub bouncer, was prime minister for only a few months before he resigned in 2005 after being indicted by the U.N. tribunal.

Spat with neighbors sours Albanian century party

TIRANA, Albania (AP) ? Albania celebrated 100 years of independence Wednesday with a military parade, festive cavalcades and an 18-ton cake.

But the celebrations were soured by spats with two of the small Balkan nation's four neighbors, whose officials canceled plans to attend.

Prime Minister Sali Berisha had spoken Tuesday of "Albanian lands" stretching from Preveza in Greece to Presevo in Serbia, and from the Macedonian capital of Skopje to the Montenegrin capital of Podgorica.

The comments were also inscribed on a parchment that will be displayed at a museum in the city of Vlore, where the country's independence from the Ottoman Empire was declared in 1912.

Greek Foreign Minister Dimitris Avramopoulos promptly cancelled his visit to Tirana on Wednesday. A ministry statement said comments like Berisha's "do not contribute to creating a climate of friendship, confidence and good neighborly relations."

Berisha's spokeswoman, Erla Mehilli, said the prime minister was speaking in a historical context and "in no way expressed any territorial claim towards our neighbors in the south, north or east."

Separately, Macedonian President Gjorgje Ivanov called off his visit after Macedonian Prime Minister Nicola Gruevski's car was hit with an egg last week during a trip to Tirana, the Albanian capital.

Serbian official from Kosovo Oliver Ivanovic said: "Greater Albania cannot be created without a war. Greece, Macedonia, Montenegro and Serbia must react to such dangerous aspirations."

Montenegro's president and the prime ministers of Hungary, Croatia and Slovenia turned up, as well as officials from Italy and Kosovo.

Tens of thousands of ethnic Albanians ? some on foot or on horseback ? arrived from Kosovo, Macedonia and Montenegro for the festivities, which started in Vlore.

In Tirana's central Skanderbeg Square, an 18-ton cake was distributed to the public, followed by a military parade.

Berisha's earlier plans to slaughter 2,000 sheep and publicly roast them for the occasion were scrapped after an outcry by animal rights groups.

Study Finds Sea Level Rise was 60 Percent Higher Than UN Projection

According to NBC News, a newly released peer-reviewed study has concluded that sea levels between 1993 and 2011 rose by 3.2 millimeters per year. This number is nearly 60 percent more than the 2-millimeter annual projection made by the United Nations Intergovernmental Panel on Climate Change over the same time period. The disparity between the two numbers raises a point that the projections for the upcoming decades could also be too low and that sea level could rise much more than current estimates predict.

Here are some facts and details about the new study and what it could mean for upcoming climate reports:

* The new study entitled "Comparing climate projections to observations up to 2011" was a collaboration between three researchers: Stefan Rahmstorf of the Potsdam Institute for Climate Impact Research in Germany, Grant Foster of the consulting firm Tempo Analytics in Maine, and Anny Cazenave of the Laboratory of Geophysics and Spatial Oceanography Studies in France

* The study entitled has been published in the scientific journal Environmental Research Letters and was presented at U.N. climate change conference in Qatar, which will run until Dec. 7, noted Reuters.

* The IPCC's most recent report was issued in 2007 and projected that sea level could rise between 18 and 59 centimeters this century, but Rahmstorf, lead author of the new study, estimates that sea level rise would be between 50 centimeters to a meter.

* The Huffington Post reports that the new study had five more years of data and utilized satellite technology, which offers a broader picture than tide gauges. Additionally, it analyzed the relationship between sea level and temperature, which is a more sophisticated analysis method.

* However, while the researchers found a difference between the projected and observed numbers in sea level rise, they did find that their numbers matched the IPCC's projections regarding a temperature rise of about 0.16 degree Celsius.

* The IPCC projections also matched the researchers' findings on the rise in carbon dioxide concentration.

* Such changes in sea level and average temperatures could mean more extreme weather events, including floods, droughts, and heat waves.

* Low-lying coastal areas like New York City and Tokyo are especially at risk for feeling the impacts of sea level rise. Such changes raise the risk of storm surges and erosion.

* The next IPCC report, which combines numerous scientific studies, is scheduled to be released in March of 2014 and is expected to offer more details on the quantitative changes in sea level, temperature, and the carbon dioxide concentration in the atmosphere.

US-based anti-Islam filmmaker sentenced to death

CAIRO -- A U.S.-based Egyptian-American said to be behind the anti-Islam film "Innocence of Muslims" and six other Egyptian Christians were sentenced to death in absentia by a court in Cairo Wednesday.

The film, which insulted the prophet Muhammad, sparked violent protests and attacks on U.S. embassies across the Middle East when it was released in September.?Ambassador Christopher Stevens and three other Americans were killed in what is now accepted as a terrorist attack during a protest at the U.S. Consulate in Benghazi, Libya.

"The seven accused persons were convicted of insulting the Islamic religion through participating in producing and offering a movie that insults Islam and its prophet,'' Egyptian Judge Saif al-Nasr Soliman said Wednesday.

Protests ignited by a controversial film that ridicules Islam's Prophet Muhammad spread throughout Muslim world.

Those convicted included "Eli Basily," also known as "Nicola Basily," the court said.

A prosecution lawyer told NBC News that this referred to the man said by U.S. federal authorities to have been behind the film. He has been named in a U.S. court as Mark Basseley Youssef, a 55-year-old Coptic Christian.

The charges in Egypt included "intentionally committing acts to harm the unity of the country and peace of its land;" "calling to divide the country into small states on a sectarian basis and harming national unity;" and "using religion to promote extremist ideas resulting in religious division and disrespect [of] heavenly religion."

Any defendants convicted?in absentia?of a capital punishment crime in Egypt are granted an automatic appeal and thus a retrial upon returning to Egypt.

Florida pastor accused
Terry Jones, the controversial Florida pastor, is also facing charges in Egypt over the film.?

The prosecution lawyer told NBC News that the case against Jones -- known for encouraging people to burn the Quran -- would be heard on Dec. 29.

Earlier this month, Youssef was?sentenced to a year in prison?in California for violating the terms of his probation stemming from a 2010 bank fraud conviction.?

However, none of the violations had to do with the content of "Innocence of Muslims."

The crude, low-budget video, produced privately in California, lasted just 13 minutes. It?portrayed the prophet Muhammad?as a religious fraud, pedophile and womanizer.?

Cast members have said they were misled into appearing in a film they believed was an adventure drama called "Desert Warrior."?

Actress sues, says she was fooled into acting in anti-Muslim movie

U.S. federal authorities have not said whether Youssef was the person who posted the film online.?Youssef wasn't supposed to use any name other than his true legal name without the prior written approval of his probation officer.

Several names have been associated with Youssef since the film trailer surfaced, including Sam Bacile and Nakoula Basseley Nakoula. Bacile was the name attached to the YouTube account that posted the video.?

Egypt's Coptic Orthodox Church did not issue an official comment on the Egyptian court's ruling, Reuters reported.?

"The church denounced the movie, which it has nothing to do with. As for today's case, it is a court ruling and the church does not comment on court decisions," a church source, who asked not to be named, told the wire service.

Christians make up around 10 percent of Egypt's 83 million people and many complain of discrimination in work and treatment.?

BBC expects report on news failure next month

LONDON (AP) ? The chairman of the BBC Trust says he expects to receive a report next month on an editorial error which led to falsely accusing a senior politician as a pedophile.

Chris Patten said on Tuesday that a second inquiry into the culture and practices of the broadcaster during the years when one of its stars, the late Jimmy Savile, is accused of having abusing hundreds of underage girls will take much longer.

Patten told a House of Commons committee that he couldn't estimate how much the two inquiries will cost. He said, "I am afraid we must bear the costs, however much they are."

The furor over the false accusation against the politician led to the resignation of the BBC's director-general, George Entwistle.

GM Chinese venture to build $1 billion plant in Chongqing

(Reuters) - General Motors Co and its Chinese joint-venture partners said on Wednesday they plan to build a $1 billion auto assembly plant in the city of Chongqing as the GM group bids to remain the leader in the world's largest auto market.

GM, SAIC Motor Corp and Wuling Motors Holdings Ltd said they will begin construction of the plant early next year, pending government approvals. The 6.6 billion Chinese yuan ($1.06 billion) first phase is scheduled to start in 2015.

The plant in southwestern China will have annual production capacity of 400,000 vehicles, but the partners did not disclose what vehicles will be built there. It also will have the capacity to build 400,000 engines annually, a GM spokesman said.

"It's a numbers game," J.D. Power and Associates senior vice president John Humphrey said. "They're doing a phenomenal job, the market continues to grow, vehicle penetration is still so low, GDP per capita continues to increase and the west of China is where a lot of the action is going to come going forward.

"Having production further in the western part to get a foothold there and penetrate the tier two and three and four cities makes perfect sense for them," he added.

The new plant is part of SAIC-GM-Wuling's push to reach a production target of 2 million vehicles per year by the end of 2015. GM invests $1 billion annually in China.

Chongqing, one of China's largest cities, is home to a plant operated by Ford Motor Co and its Chinese partner Changan Automobile Co.

GM, whose Chinese joint venture began building vehicles in 1999, had a leading 14 percent of China's market of 18.5 million vehicles last year - just ahead of Volkswagen AG , which also counts SAIC as a partner.

Earlier this month, GM and its Chinese partners opened a plant in the southern city of Liuzhou for its low-cost Baojun brand. That plant will also eventually have an annual production capacity of 400,000 vehicles.

GM has said it expects vehicle sales in China to hit as many as 20 million this year, and Chief Executive Dan Akerson previously predicted annual industry sales in China will hit 30 million vehicles by the end of the decade.

In addition to the Baojun brand, GM's portfolio in China includes Buick, Chevrolet, Cadillac, Opel, Wuling and Jiefang.

In September, GM opened a large vehicle test track west of Shanghai. GM and its partners invested $252 million to build what officials called the country's largest proving ground.

In addition to Liuzhou, the joint venture currently operates a plant in Qingdao. GM and SAIC, through a different joint venture, also have a plant in Shanghai, and several more in northeast China.

Major quakes can trigger faraway events

Major earthquakes might set off incredibly slow earthquakes thousands of miles away, new research suggests.

These findings, detailed online Sept. 11 in the Journal of Geophysical Research-Solid Earth, shed light on how earthquake zones might communicate with each other over large distances, scientists added.

The cluster of devastating earthquakes that rocked the globe during the past decade from Japan to Sumatra to Haiti is one reason why scientists are investigating whether temblors in different parts of the world are linked to one another. Although research to date suggests that major quakes aren't likely to trigger other massive quakes around the globe, they can set off tremors worldwide.

Now researchers find that large quakes might also trigger mysterious slow earthquakes thousands of miles away. One kind of slow earthquake known as a slow-slip event can last for weeks, shifting the Earth as much as an ordinary earthquake of magnitude of 7 would in mere moments.

The investigators focused on the magnitude 8.8 Maule earthquake that struck Chile in 2010. They found it generated surface waves that, within hours, set off tremors in the Guerrero region of southwestern Mexico 4,140 miles (6,660 kilometers) away. Data from GPS stations also revealed the earth there began moving southward at the same time tremors there began.

The tremors and movements of the GPS stations lasted for about six months after the 2010 Chile quake.

"Such an observation may indicate that the Maule earthquake triggered a slow-slip event in Guerrero," said researcher Dimitri Zigone, a seismologist at the University of Southern California in Los Angeles.

Near Guerrero lies a subduction zone, where a tectonic plate under the Pacific Ocean is diving under the continental North American plate. The seismic energy from Chile apparently increased the stress in the segment of the subduction zone near Guerrero, which may explain the resulting slow-slip event.

"The fact large quakes can have effects so far away could be important because it may change the recurrence time between earthquakes in a specific location," Zigone told OurAmazingPlanet. "Usually we assume that the seismic cycle ? the recurrence between earthquakes ? is regional, on a single fault system or at a plate boundary, for example. If these large-scale interactions exist, it may indicate that even at large distances, a mega-earthquake can modify the conditions in another region."

DEY?s Senior Adviser, Nancy Carlsson-Piage recently initiated a Statement against High- Stakes Testing? which is being signed by Massachusetts professors and researchers.? Below, read a ?call to action? letter aimed at all Massachusetts professors and researchers, explaining the why it is important and how to sign on.

Dear Professor,

There is a new sense of possibility for change in our outmoded high-stakes testing policies, thanks to a growing national movement of educators, parents and students. A National Resolution on High-Stakes Testing has gained more than 13,600 individual and 460 organizational signers. Thanks in large part to testing fiascos around the country, the mainstream press has started to take note and editorials have begun to question this approach to education ?reform.?

Inspired by recent statements by education professors in New York and Chicago, we have written a Massachusetts version of a statement against high-stakes testing that we hope would draw similarly large numbers of signers (New York?s has 1,160 ? http://www.nyclu.org/files/releases/testing_professor_letter.pdf; Chicago?s has 88 ? http://createchicago.blogspot.com/2012_02_01_archive.html; a new letter from Georgia professors has 38 ? http://www.empoweredga.org/Articles/greater-support.html).

Statement against High-Stakes Standardized Testing

by Massachusetts Professors and Researchers

There has been a ground swell of opposition to the overuse and misuse of standardized testing across the United States. This includes statements from more than 670 Texas school boards, nearly one-third of all New York State principals, and hundreds of organizations and thousands of individuals who have endorsed the National Resolution on High-Stakes Testing. Against this backdrop, two significant statements have come from groups of educators and researchers in Chicago, Georgia and New York.We applaud these actions and have come together in solidarity with their efforts.

We respectfully present this statement to the Massachusetts Commissioner of Education, the Secretary of Education and the Board of Elementary and Secondary Education (BESE) because you have it within your power to dramatically improve state assessment policies and thereby improve the learning opportunities and conditions for all of our students.? We also copy this to the Governor and key legislators, as they too have the power to enact positive changes.

As educators and researchers from across the Commonwealth of Massachusetts, we strongly oppose our state?s continued overreliance on high-stakes standardized testing to assess student achievement, evaluate teacher effectiveness, and determine school quality. Given that standardized tests provide only one indicator of student achievement, and that their high-stakes uses produce ever-increasing incentives to teach to the test, narrow the curriculum, or even to cheat, we call on the BESE to stop using standardized tests in high-stakes decisions affecting students, teachers, and schools.

Researchers have documented, and a nine-year study by the National Research Council (Hout & Elliott, 2011) has confirmed, that the past decade?s emphasis on testing has yielded little learning progress. Further, testing experts and the test-makers themselves have consistently warned against using standardized tests for high-stakes decisions such as graduation or retention, or to hire, fire, or reward teachers (AERA, 2000).? The tests provide only a snapshot of a limited range of knowledge and skills, so they can provide only limited information to teachers. Because the tests are not designed to determine teacher effectiveness, no accurate conclusions can be drawn about an individual teacher from her students? test scores. Research indicates that a teacher?s impact on student learning cannot be reliably isolated from the myriad other factors that impact student learning (Baker et al., 2009). Finally, test experts have shown that test scores can be raised without increasing true student learning (Koretz, 2008), and that the higher the stakes attached to a test, the less trustworthy the test scores are.? Cheating scandals in Atlanta, Washington, D.C., and dozens of other major cities dramatically illustrate this problem. Problems with the use of MCAS interact with other educational problems, such as continued funding inequities and the growth of poverty within the state (MassBudget, 2012). While MCAS may help identify the consequences of inequities, its high-stakes uses exacerbate these consequences. These MCAS problems include but are not limited to:

Disparate impact on students. Numerous studies document that the use of high-stakes testing ? including test barriers to high school graduation ? bears adverse impact on students and is accompanied by widening racial/ethnic and income-based gaps.? MCAS testing has not significantly reduced disparities in achievement or eliminated gaps, thus the negative consequences of the high-stakes tests fall disproportionately on the groups that most need help. In Massachusetts? low-income, urban districts, large numbers of students perform below proficiency on the MCAS. Twice as many urban as suburban public high school graduates fail college placement tests in math and English and must take noncredit, remedial classes (Massachusetts DESE, 2008). Results on the National Assessment of Educational Progress (NAEP) show a failure to achieve significant reduction in the achievement gap separating Massachusetts? white students from African-American and Latino students since 2003. The negative effects of our high-stakes testing environment are perhaps most pronounced for English Language Learners (ELLs) ? for whom the tests were not designed ? who cumulatively and consistently fail to achieve proficiency within the limited school time of a year and a day before they are required to take the exam in English. According to a 2011 Gaston Institute report, ?In high school, about 18% of [ELL] students were retained in grade, many of them several times and many of them in the ninth grade to avoid having them fail the tenth grade MCAS graduation requirement.? In Massachusetts, ELLs are, on average, nine times more likely to drop out of high school than their peers. The disparate impact of the graduation requirement on students with disabilities also is striking. For example, of the 2,798 students who did not pass all the required MCAS tests by the end of their senior year in 2011, 75% were students with disabilities. The fact remains that Massachusetts has placed the most severe accountability on the backs of its most disadvantaged students.

Negative impact on curriculum and instruction. Surveys of teachers in Massachusetts (Abrams et al., 2003; Clarke et al., 2003) and nationally (McMurrer, 2007; Moon et al., 2003; Hinde, 2003) show a marked increase in teaching to the test and narrowing the curriculum to tested subjects as a result of high-stakes testing. In addition, research compiled by the NRC and others shows this comes with a negative impact on school climate, often creating an environment of intimidation, fear, anxiety and stress for both teachers and their students, including kindergarten children (Hout & Elliott, 2011). Further, investigators of the Atlanta cheating scandal identified high-stakes testing as a cause of the problem (Georgia Bureau of Investigation, 2011). Under such conditions, it becomes difficult for teachers to create a learning environment that promotes creativity, critical thinking, risk-taking, experimentation and a love of learning. Moreover, as with other negative consequences, there is a disparate impact: teaching to the test, curricular narrowing and damaging school climates more frequently affect low income and minority students.

Negative impact on educators. High-stakes testing creates adverse consequences not only for students but also for educators. Researchers have challenged the validity, reliability, effectiveness, and ethics of using high-stakes test scores to evaluate educators. Further, as argued in an open letter to Mayor Rahm Emanuel by Chicagoland Researchers and Advocates for Transformative Education (CReATE, 2012), ?There is no evidence that evaluation systems that incorporate student test scores produce gains in student achievement? [and] Teachers will subtly but surely be incentivized to avoid students with health issues, students with disabilities, students who are English Language Learners, or students suffering from emotional issues. Research has shown that no model yet developed can adequately account for all of these ongoing factors.? Student growth measures are not capable of identifying with reasonable accuracy and consistency over time who is or is not an effective teacher. Already some highly effective teachers are leaving the profession. Further, Massachusetts? new system requires that ?measures of student learning? be developed as part of annually evaluating every teacher in every subject and grade. This could further inundate students with testing and test preparation.

Negative impact on schools. The problems discussed above harm many schools, as well as their students and teachers individually.? While federal law requires assessments, it does not require high-stakes standardized testing. There is nothing to prevent Massachusetts from using a very different assessment system, using multiple sorts of indicators gathered over time, as was proposed in the Education Reform Act of 1993.

Recommendations

Because of these and other problems with the high-stakes uses of standardized tests to evaluate students, teachers and schools, we call on the Board of Elementary and Secondary Education to:

  • Work with educators, parents and the public to craft a new assessment system that will more fully assess the many competencies our children need to succeed in the 21st century and that will avoid the current overreliance on standardized tests.
  • Stop using MCAS test results as a barrier to high school graduation.
  • Prohibit the use of test scores in educator evaluations and in decisions for hiring, firing, laying off or rewarding teachers.
  • Focus teacher evaluations on the appropriate use of evidence-based teaching practices and a comprehensive set of indicators of classroom and school-based student learning rather than one-shot test scores.
  • Stop using test scores to designate schools for punitive turnaround reform measures that mandate the firing of 50% or more of the staff.
  • Focus turnaround reform efforts on school-wide, research-based approaches.

We know that reforming the current high-stakes testing system will take time and political capital, but we believe that it is not only possible but also imperative if we want to improve the lives of all children and ensure their future success. Given the recent unprecedented attention focused on problems with current testing practice, this is exactly the right time to transform recommendations into reality. Therefore, we make ourselves available to the BESE to assist in these efforts in whatever ways are necessary.

Italy's Berlusconi says considering political return

ROME (Reuters) - Former Italian Prime Minister Silvio Berlusconi said on Monday that he was considering the political situation closely and would decide on what course of action to take once the results of a primary by his centre-left adversaries was clear.

In the latest of several switches of position, Berlusconi said at the weekend he was considering whether or not to stand in the national election expected in March, having previously said he would not run.

In an interview with his own Canale 5 television station on Monday, Berlusconi gave no details but said he would decide what to do once it was clear who would be the main centre-left candidate in the 2013 election.

"It think that it's right for someone who had the honor of leading the Italian government for almost 10 years to reflect on the way to achieve this modernization of Italy, this liberal revolution," he said.

The center-left run-off to pick the candidate to fight to succeed Mario Monti as prime minister will take place next weekend.

Il Giornale, a newspaper owned by his family, reported that he was considering setting up a new party and would make an announcement this week.

LET US BE THANKFUL THAT CONGRESS HAS FEWER TEA PARTY CRANKS

Apparently, some of my fellow Americans want to secede from the union, undaunted by the disastrous result of that infamous attempt back in the 19th century. They are likely congenital cranks, destined to be dissatisfied.

But that troublesome sort -- a few hundred thousand who have petitioned the White House to form a separate country -- represents just a tiny fraction of the nation's voters. Most of us are happy to turn the page on a poisonous presidential campaign and usher in a season of reconciliation.

Here's a gift to help get us started: Republican Rep. Allen West of Florida has been defeated in his bid for re-election. That alone will help us resume an attitude of charity toward those with differing political views and open room for a re-emergence of the idea of a common good. West was a one-man siege on Fort Sumter.

It's not clear how a man who was once a distinguished Army lieutenant colonel came to be a caricature, a bilious, bigoted bomb-thrower who used only words of disrespect to describe Democrats and only rhetoric of hate and disdain to describe Muslims. Nor is it clear what American principles he fought for -- remember the First Amendment? -- in Iraq.

As a black Republican, West represented an opportunity for the GOP to open its tent to more people of color and to show that it could accommodate conservatives who were proud of President Obama's ascendance. Instead, West was contemptuous of the president, as he was of all Democrats.

Last April, stirring the paranoia that is rampant on the fringes of American politics, West channeled the infamous redbaiter Joseph McCarthy. At a campaign event, he declared his belief that "there is about 78 to 81 members of the Democratic Party that are members of the Communist Party." He offered no evidence for the charge.

But perhaps West was at his most unhinged with his vicious and utterly baseless attacks on Islam and its followers. He was in tune with one of the odder obsessions that grip right-wing voters -- the notion that the United States, its Constitution notwithstanding, is vulnerable to a takeover by those who practice Sharia law. West claimed the covert assault has already begun.

In a public appearance in March 2010, he launched into a tirade against an insipid but harmless bumper sticker that graces many vehicles, the one that has symbols of the three major religions and the word "Co-Exist." West claimed that motorists who promote such tolerance would "give away our country. ... Would give away who we are, our rights and freedoms and liberties."

The congressman rode the tea party wave into Congress that year, but he was defeated on Nov. 6 by the more diverse electorate that usually votes in presidential years. It included not only blacks and Latinos but also Muslims, agnostics and atheists. They propelled West's challenger, Democrat Patrick Murphy, to a narrow victory.

West's loss won't end the ugliness in Congress or the gridlock that grips Capitol Hill, of course. There are plenty more men and women in Washington willing to speak of their political rivals as un-American lackeys who are aiding and abetting the enemy.

But the demise of some of the Hill's worst Islamophobes -- including Rep. Joe Walsh, R-Ill., who called for "godly men and women" to "stand in the face of the danger of Islam" -- will help to tamp down the bigotry that has left law-abiding Muslim Americans fearful and depressed about their country. That's reason enough for celebration and hope.

As a GOP congressman, West enjoyed inviting his political rivals to leave the country. But that sort of rhetoric has no place in nation struggling to find a way back to compromise and bipartisan solutions, so I won't treat West to a dose of his own medicine. It's enough that he was forced to leave the House of Representatives.

Rising Won has South Korea Worried | Benzinga

South Korea's currency, the won, has been rising against the currencies of its major trading partners, China, the United States, the European Union and Japan. South Korea's economy is heavily dependent upon exports, which made up 44.6 percent of GDP in 2010.

Since the beginning of the year, the South Korean won has risen by 6.4 percent against the U.S. dollar, 5.5 percent against the euro, six percent against the Chinese yuan and 13 percent against the Japanese yen.

South Korean government officials are worried. So much so that they intervened in the currency market on Thursday, buying up to $1 billion in an effort to weaken the won, according to the Financial Times.

The FT reported that South Korean officials are considering tightening restrictions on trading currency derivatives to curb the won's volatility in the currency market. South Korean deputy finance minister Choi Jong-gu, told the FT, ?Recent movement of the market shows that the volatility continues to increase, mainly driven by some expectation that the won will continue to appreciate further.?

The rapid appreciation of the won against the U.S. dollar affects Korea's trade with two of its major trading partners, the United States, which accounts for 11.1 percent of South Korea's exports, and China, which is South Korea's biggest export market, taking 25.8 percent of South Korea's total exports.

China's currency, the yuan, is not freely convertible and trades in a designated band around the U.S. dollar set by Chinese monetary authorities. Unless China widens the trading band, which they do on occasion, the yuan will generally rise or fall against other currencies in line with the U.S. dollar.

That means that, all else being equal, South Korean companies are earning about six percent less on nearly 37 percent of their exports than they were at the beginning of the year. To put it another way, if prices remain stable, South Korea has to increase export volume by six percent just to stay where they were in January.

That is why the sharp appreciation of the South Korean won against the Japanese yen is so important.

Japan is South Korea's second largest trading partner after China, accounting for 10.7 percent of South Korea's total trade. But, of South Korea's four main trading partners, Japan is the only one that runs a trade surplus with South Korea.

South Korea imports large quantities of industrial goods, particularly chemicals and machinery, from Japan. Much of this is incorporated into South Korean products that are exported to the rest of the world, including Japan.

Much of South Korea's competitive advantage in automobiles, construction equipment, electronics and steel comes from the fact that the won has been persistently weak against the Japanese yen for the past five years. If the exact same LCD TV were built in South Korea and Japan, the Korean model would be much cheaper because of the weak won.

With the yen now 13 percent cheaper against the won than it was at the beginning of the year, South Korea is losing some of its competitive edge in its export markets. If currency Is less of a factor, other competitive advantages and disadvantages between Korean and Japanese companies come into play.

If traders want to take a view on the trend in the South Korean won, one way to do this is through a pair trade between the iShares MSCI South Korea Index (NYSE: EWY) and the iShares MSCI Japan Index (NYSE: EWJ).

If you think the appreciation of the won against the yen will continue, they you would short EWY and go long EWJ. If you think the trend will reverse, then short EWJ and go long EWY.

Regardless of your view, the seldom-watched Japanese yen/South Korean won exchange rate will be the key to which country will have a relative competitive advantage in 2013. Keep your eye on the chart below:

(AP) ? The Georgia Bulldogs collected a trophy at midfield for another win over their state rival, then got some encouragement from the governor in their quest for a bigger reward.

No. 1.

Aaron Murray threw two touchdown passes, Todd Gurley and Keith Marshall each ran for a pair of TDs, and third-ranked Georgia stayed right in the thick of the national championship race with a 42-10 rout of Georgia Tech on Saturday.

Gov. Nathan Deal presented the "Governor's Cup" to the Bulldogs (11-1) after they beat the Yellow Jackets for the 11th time in 12 years. He congratulated both teams on a "great game" (a bit of a stretch, to say the least) before turning toward the jubilant Georgia players.

"Keep up the good work," Deal said. "We're looking for a national championship."

Georgia is two wins away.

The Bulldogs will face No. 2 Alabama for the Southeastern Conference championship in Atlanta next Saturday. The winner of that contest will likely advance to play in the BCS title game on Jan. 7.

"All that matters is this game," Georgia linebacker Christian Robinson said, looking ahead to facing the defending national champion Crimson Tide. "This is everything. This is what you play for."

Georgia Tech (6-6) didn't put up much of a fight. This one was a laugher right from the start as the home team scored just over a minute into the game, built a 28-3 halftime lead and was up 42-3 before the Yellow Jackets scored a meaningless TD in the fourth quarter.

"It was a pretty good thumping," Georgia Tech coach Paul Johnson said. "We could not slow them down at all, which has been a recurring theme the last few times we've played them, and we couldn't finish drives offensively."

Murray completed 14 of 17 for 215 yards, becoming the first quarterback in SEC history to pass from more than 3,000 yards in three straight seasons.

Gurley finished with 97 yards on 12 carries and now has 14 touchdowns on the season, one shy of Herschel Walker's school freshman record set in 1980. Marshall, also a freshman, piled up 66 yards on just seven carries.

The Bulldogs certainly didn't look like a team that was looking ahead to Alabama.

"You don't do that when you're playing Georgia Tech," coach Mark Richt said. "This game means a lot for us. Our coaches prepared hard, they were diligent, and the players took to the coaching. I thought we played a superb game. I'm so proud of everybody. I could not have asked for a better today."

Bacarri Rambo and Alec Ogletree came up big for the Georgia defense. Rambo stripped the ball away at the Georgia 1 to stop the Yellow Jackets' first possession, as well as grabbing his 16th career interception to tie Jake Scott's school record. Ogletree had 15 tackles, several of which were downright brutal and the highest total by a Georgia defender this season.

For good measure, the Bulldogs ran their season total to 456 points, breaking the school scoring mark set by the 2002 SEC championship team.

"We put our foot on the pedal from the start didn't let up the entire game," said receiver Rhett McGowan, who hauled in one of Murray's touchdown passes.

Georgia Tech, amazingly enough, still has a chance to win the Atlantic Coast Conference title next weekend and earn a BCS bowl bid. The Yellow Jackets clinched a spot in the championship game against No. 10 Florida State after Miami pulled out from postseason consideration, hoping to lessen the blow from a pending NCAA investigation.

The Yellow Jackets won't have any chance of beating the Seminoles if they don't turn in a much better effort than this.

"Well, I look at it like another opportunity," Johnson said. "We'll see how they respond. You don't get those opportunities very often, so you need to take advantage of them."

Malcolm Mitchell returned the opening kickoff 47 yards to the Georgia Tech 44, and the rout was on. Murray completed an 11-yard pass to Gurley, Gurley broke off a 15-yard run, Murray hooked up with Arthur Lynch on a 15-yard pass, and Gurley ran 3 yards for the score. Four snaps, and it was 7-0. The game was 63 seconds old.

Georgia Tech appeared to be moving for a tying touchdown on its first possession. With nine straight runs, the Yellow Jackets ripped off five first downs and had the ball at the Georgia 20. Robert Godhigh tried to take it in from there, breaking tackles and staying on his feet all the way to the 1. But Rambo snatched the ball away before Godhigh got to the end zone, returning it 49 yards to midfield.

This time, the Bulldogs needed less than 3 minutes to put another touchdown on the board.

Gurley had runs of 15 and 10 yards, Murray passed to Mitchell for a 16-yard gain, and Gurley made it 14-0 with a 1-yard plunge.

Before the half was done, Georgia tacked on two more scores: Marshall's 15-yard run and Murray's 11-yard pass to McGowan. The Yellow Jackets ran for 220 yards in the first two quarters, but all they had to show for it was Chris Tanner's 38-yard field goal.

Georgia Tech's misery was epitomized by its final possession of the half. After another extended drive ? 13 plays covering 56 yards ? the Yellow Jackets had to settle for a field goal try on the last play. Tanner's 36-yarder was wide right by a good 10 yards, the almost entirely red-clad crowd letting out a sarcastic cheer.

Georgia piled it on in the third quarter. Jay Rome hauled in a 24-yard touchdown from Murray and Marshall scored for the second time, sprinting around right end for a 17-yard TD.

The Yellow Jackets had another miserable defensive effort, giving up more than 40 points for the sixth time this season.

"We've got to stick together because some guys were fading apart during the last bit of the game," linebacker Quayshawn Neely said. "We've got to stick together and hold tight because we've got something big coming up next week."
